Do you mean to change from a single click to double click to open something?

Explorer>Tools>Folder options>General>check "Double click to open an item"

How do you de-activate and active desktop?..It is on 1 system and I 
don't really know what it does except stop some of my favorite 
programs from functioning..I didn't put it there for I don't really
