Right as the Windows XP screen comes on, press F8 to access the bootup menu and choose Safe Mode.
If the system isn't doing this autmoatically your system may actually be starting up but there may be an issue with the display drivers or monitor / video hardware. If you still cant resolve this you must use a Windows XP installation CD to format the computer.
