Hi Silk here in Amsterdam: I have indeed experienced
this problem! I can tell you what helped me. My isp Is
Tiscali. Wherever I am In the world & go to Internet
Explorer  & in the address slot type WW.Tiscali.nl 
This brings me to a page with many options across the
top search around clicking on them until you find 
"mail"  there you will see a block where you must fill
in your user name & directly below another slot for
your password ( you should have these or get them from
you ISP explaining what you are intent upon doing.
There you can see & read & delete & send youf messages
as you can in Outlook express. Now How I repaired
outlook... Another manipulation you can do is clicc on
outlook click on "extra or tools" [first one down on
box that drops down is send & recieve..click "recieve
there.. last but not least click again on "extra or
tools" & scrool down to "accounts.. erase your present
account & set up a new one,         try it, works for
