As Theresa said, that sounds like a security setting, so on the OE menu try
this:

Tools-> Options-> Security Tab and uncheck the option "Do not allow attachments
to be saved or opened ..."

However, it doesn't explain why OE asks what program you want to associate with 
the file.  It is unusual to receive eml files as attachments because eml or OE 
email files are usually contained inside .dbx files, which are the eolders you 
see in OE.

I thought that I would let you know that I have found a way to open the
attachments, though it isn't the way I normally would do this. If I
highlight the e-mail, then click on file, then properties, then details,
then message source the e-mail will open, and I am able to read it. There
have been a couple of them that were coded and I was unable to read them,
though I did open them. This is very strange to me!
