OE puts your mail in the Outbox first in case you want to write lots of them
before sending. Hit the send button and they should go. Alternatively click
the Tools menu and Options and the Send tab. Put a tick in the send
immediately box and they will be sent as soon as you hit the send button.
However it may be that your account settings for sending to your ISP are
wrong. They are found in Tools/Accounts.
