There is probably no such thing, it is all subjective. And as is often  
mentioned, it depends on what you want to do with your new computer.  
If you are like many users you mostly just do email and internet  
browsing, maybe play a few low end games like me, etc. Then I would go  
to tigerdirect.com and pick a low priced machine, less than $500 or  
even less. You probably don't need more than a 250 Gigabyte hard  
drive, 1 Gig of ram, if that. No more that a 1 GigaHertz clock. Unless  
you plant to copy a lot of optical disks you really only need one  
optical drive, i.e. a DVD burner. If you are still using dial-up you  
will need a modem, although you could actually transfer the one from  
your old computer to the new one.

Any use that you put the computer to might ratchet the price up a bit.  
You might want to look for some of the common brand names, Dell,  
Gateway, etc. Sony is generally more expensive than it should be. I  
have owned several Sony's and do not consider them worth the extra  
money.

If you want to reply with some comments about what you will use your  
new machine for and any out of the ordinary, i.e. not  mentioned  
above, requirements. I could look at my catalogues for a computer that  
might fit the bill, and give you the name of the catalogs.
