Of course with todays massive hard drives space is probably seldom  
that much of a problem, except maybe for those who create large video  
files. Actually I have never filled a hard drive with files, not eve  
close to the safe percentage. I have managed to load a partition so  
that it was getting close to full. The solution is Partition Magic to  
resize the partitions so the 'size challenged' one has more space.

My solution to keep my OS partition from getting 'messed up' is Norton  
Ghost. I create a clone of C and then when things seem to have gotten  
'iffy' I just reverse clone back to C. I do also reinstall every so  
often as well, especially when I have managed to not keep the C clone  
current.
