This 'is' a weird problem, and it sounds like it could be related to 
either your display properties, or your mouse settings.
1. Try experimenting with your display settings such as resolution and 
color depth.  I think in Vista your right-click on the desktop, choose 
Personalize, then Display Settings.  From there try setting the 
resolution either up one notch, or down one. (such as from 1024x768 down 
to 800x600).  After that do the same thing with the color quality (such 
as from 32 bit to 24bit).  If this seems to fix the prob then you might 
want to try reinstalling your video drivers.

2. If your mouse is cordless be sure the battery is good, and that the 
antenna is working.  Go to Start, Control Panel, Hardware, then click 
Mouse.  Experiment with the settings including disable the mouse wheel 
to see if the problem goes away.  If you find what's causing the prob 
try reinstalling the mouse drivers.
