One thing to check is to see if you have any "toolbars" or "browser 
helper" type apps installed.  Sometimes these will prevent IE from 
opening. Go into Control Panel, Add-Remove Programs and look at the list 
for any such apps - such as Google Toolbar, or Yahoo Toolbar.  Uninstall 
them if found.  You can also look in your Startup list for any toolbar 
type apps.  Go to Start, Run, and type MSCONFIG.  Click the Startup tab 
and see if any of the checked items look like browser helpers.  Here's a

If that fails, try going into Safe Mode and starting IE.  If it starts 
in Safe Mode you can be pretty sure that there's some 3rd party app 
causing the problem.  Get to Safe Mode by continually tapping the F8 key 
as the PC boots.  You'll come to the boot menu. Choose either Safe Mode 
or Safe Mode with Networking.
