Standard dial-up speed is about 53 Kbps. You're getting 403 Kbps. So, yeah, you are getting at least 8 times faster than dialup. Regular DSL is about 256 Kbps, so you're getting almost twice DSL speed. So, your download speed is plenty fast for gaming.
I'm sure not a networking expert, but are you sure you need DMZ Host enabled? I've never ever enabled it on any of my routers. Unless Wildblue requires it... maybe try shutting it off (at least to see if your speed increases). Plus, I dunno exactly what setup you have, so maybe you have a good reason to use DMZ? But your connection speed should be more than fast enough for Starcraft, Warcraft III, etc. Satellite "does" have some up/down latency. But I've known people who play WoW over satellite without any probs. Some even use Ventrillo. Does single player Starcraft run good on your machine?
