Hi I had a similiar problem.. try this..
Open outlook express..click on tools.. then options..then maintenance ..then
store folder..
copy what there C\Documents and settings...or what ever.. next go to start..
then run..
paste what you have copied from store folder there and click ok.. there will
be, among other things {in box} your " deleted Items" box.. now you should be
able to delete them..

Do you get an error when trying to delete an email? What does it say?
One thing to try is to "compact" the folders:
I'm not sure what version of OE you have, but try going to the Tools
menu, Options, Maintenance, Clean UP, and look for a "compact folders"
option.
If that doesn't help you might have a corrupt message in the folder that
you can't delete from. You might have to create a new folder, move all
the messages into it to back them up, then log out of OE and delete the
corrupt folder using Windows Explorer.
