You have to set the boot "order".  In other words, you have to tell the 
bios to boot from the CD "first".  You should see an option somewhere in 
BIOS similar to "boot order".  Just set the CD as the first boot device, 
and make the hard drive 2nd or 3rd, etc.
After you're done you might want to switch it back to hard drive first - 
it's not totally necessary, but it'll speed up your boot time a little bit.

PS:  if your USB CD device isn't listed as a boot option, then it's 
possible the bios isn't capable of booting from it.  Is there an 
internal CD drive you could boot from?
