Hi - When an error says a program is "insecure" it usually means that 
your Anti-Virus app is blocking it's installation - just in case it 
might be a virus.
So, I think your AV program is what is keeping you from installing Flash 
player.  On their download page Adobe specifically says that you'll have 
to temporarily disable your AV apps when installing Flash player.  
Here's a link to their download page:

So, I'm not sure what AV program you have running?  There should be a 
little icon for it on the bottom right of the Taskbar.  Double click it 
to open the program and look for an option to disable protection.  Then, 
after you install Flash Player go back and re-enable the AV app.
