There's no reason at all not to put both devices on the IDE ribbon 
cable.  The mobo's IDE controller is designed to give equal priority to 
data to/from both devices.  There's no speed hit at all.  Just remember 
to set the jumpers on the devices if necessary - usually one Master and 
one Slave.  The general rule is to have the Hard Drive as master.
Also, if your ribbon cable has colored connectors (one black and one 
white - the blue goes onto the mobo) usually the black one will be for 
main hard drive, and the white for DVD.  With this ribbon you can try 
setting both devices to "Cable Select" instead of master/slave - but I 
think either way will work fine.
