The drivers might have gotten corrupted from an improper shutdown, or a automatic XP update? Or, maybe when you plugged in the enclosure something happened that messed up your USB controller drivers? Anyway, what I would suggest would be to "uninstall" or "delete" all 3 devices from Device Manager, then reboot and let XP re-install them - make sure you wait till you see the message "new hardware has been successfully installed". There shouldn't be a prob since your CD and DVD drives don't need any special drivers. Hopefully that'll fix all the issues...
If it doesn't fix the magic jack, I would try disconnecting it, uninstalling any software or drivers that came with it. Then "uninstall" the USB controllers from Device Manager. Reboot and let XP reinstall all the USB controller. Then reinstall the magic jack from scratch following the instructions in the manual.
