The restore points should be shown on the calendar with the date in 
"bold" text.  It's kinda hard to see the bold sometimes.  Windows 
defaults to creating a new restore point every day, but if your PC is 
turned off this won't happen.  But you should have at least a few 
restore points going back a month or so.

When checkdisk runs at bootup does it completely finish and show no 
problems?  If so, windows should not run it again the next bootup.  But 
if it's not finishing, or it finds a problem, it'll keep running till 
you either fix the problem or manually override the setting.

Here are a couple other things to check:
1. Check to see if there is a task scheduled to run chkdsk.  Go to Start 
and type "task scheduler" in the search box.
2. Go to Start and type MSCONFIG in the search box.  Somewhere in the 
config utility there's an option to disable Scandisk at bootup.  Not 
sure exactly where it is in Win7, but look on all the tabs.  Might be 
listed under an "advanced" button.  After disabling it, click OK back to 
the desktop and reboot.  You'll see a message that you've made a change 
to config - just put a check in the box for "do not show this message 
again".
