Yeah, if it was the hard drive you'd likely still at "least" hear the 
power supply fan come on when you pressed the power button.
Do you hear absolutely nothing??  If so, it's probably a dead power 
supply (but you can't be 100% sure).
Some PS's have a user replaceable fuse (one of those clear glass 
cylinders with metal caps).  Look on the back of it, or remove the 
supply and look for it.  But... even if the fuse blew, you still might 
have a defective supply, and a new fuse might just blow again.
