Working with video can be really tricky and confusing.  I'm no expert, 
but I think first you'd wanna rip the video files from both cd's onto 
your PC.  I'm assuming that they were recorder like standard commercial 
DVD's.  If you open the DVD in Explorer you'll probably find some .VOB 
files.  Copy these to your PC, then download the RAD Video Tools program:

It's a free program and I don't think it has any time limits.
With this program you should be able to convert the .vob files to .AVI 
files (which you can open in Windows Movie Maker).

So, once the files are .avi open them in WMM.  Here you can combine them 
into 1 long video and add any effects, etc. you want.
Then, I "think" there's an option in WMM to create a recordable CD of 
the movie (not a DVD).
I won't guarantee the success of this.  Sometimes the converted .avi 
file will have the audio out of sync, or have glitches in the video.  
And, in my experience, the video quality of the finished CD is pretty 
terrible compared to the original.

Maybe someone else will have a better idea.
