So if your fan cools better when it's plugged direct into PSU, then 
either the BIOS is set to variable speed fan, or your mobo isn't getting 
enough juice to completely power all the on board devices.
It's hard to quiet down a pc.  I tried lining a lot of the inside of the 
case with thin foam insulation. Even tried using rubber washers on the 
screws that secure the drives. Didn't help much.  I don't think oil 
would help the fan.  Aren't they ball bearings?  Anyway you don't wanna 
mess around with "any" kind of liquid near the mobo - could easily short 
out and fry the whole thing.
Like you said... cool and noisy is better than quiet and fried.
