The power supply failure would be my first thought also.

  Who ever told you it is a short in the hardware, is wrong. For there to 
  be a short, and it affecting both the computer, and the monitor, would 
  mean that either, a wall socket or, a socket in a surge protector has 
  gone bad. Replace the surge protector. If that doesn't solve it, call 
  an electrician.
