Hi Holly -
Sometimes the list of programs can take a few seconds to appear - have 
you given it time to populate with the list?
If not, how about using System Restore to go back to a date previous to 
when this problem started.  Start, type RSTRUI.EXE in the run/search window.

Other than that, your symptom likely indicates a pretty serious problem 
with your windows system files - or a virus.  Have you tried booting 
into Safe Mode to see if the list appears normally?  If so, it might 
indicate you've got a background program or virus interfering with the 
appearance of the list.
