Do we know how phones handle the fill bits in bursts? If mobile phones
do not care whether these are coded as "2B" or as random blob, then
they could start putting random bit streams in the fill bits. This
would significantly reduce the known plain text, and thus the number
of 64 bit known key stream samples.
I have not yet checked all the messages that are now known to be
known, and seen how much of these messages consist of fill bits. But
it could be a way to guard against this attack.
