* Read the Um interface page on wikipedia

* In GSM 04.08, Section 3 4 & 5 which details the procedures for
"Radio Resource" (RR) , "Mobility Management" (MM) && "Call Control"
(CC).
* GSM 05.01 for an introduction at how radio channel work in GSM.
This would probably answer a lot of question ...
