How much time will actually be spent on the new channel before
identity information has been discovered?

Put another way; how many assignments might be missed?

Around 3 L2-frames in average I'd guess.

Those would be on a SDCCH so that would repesent 3 51-multiframes. If you assume an non-combined CCCH and an equal division of CCCH into PCH and AGCH (common config, at least where I am), you would miss at the most 9 / 2 * 3 = ~ 14 assignements.
