Once you go to the URL mentioned, click on support.  This takes you to
http://www.gvox.com/index.cfm where you can click on the Encore for Windows
or Encore for Mackintosh followed by clicking on Help.  I've been waiting
for an upgrade forever, but find it good for most things.  My usual mode is
to convert abc files to midi using one of the utility programs and then
import that into Encore.

Encore was developed by Passport and apparently aquired by gvox last
year. I can't find any reference whatsoever to the program at gvox'
webpage (http://www.gvox.com), though. It seems Encore was withdrawn
from the commercial market and republished as a shareware program, which
means the Brazilian download might be legal.
In any case, I'd hesitate to recomend Encore at the moment. The program
is obviously not maintained anymore, and there seems to be no upgrade
paths leading anywhere (Finale can import Encore 3 files, but not Encore
4, as far as I know, no other program is able to read Encore files at all.)
