I highly recommend the compilers from PowerBasic. (I'm a longtime user; I 
have no financial interest in the company.) They market a DOS compiler. 
(Obviously you can't access the Windows API with this.) They also  have a 
console mode compiler and a GUI compiler for Windows. The latter gets you a 
16-bit and 32-bit compiler in one. The Windows compilers make it very easy 
to use the Windows API. They provide a lot of sample code and have very 
active support forums on their Web site. See www.powerbasic.com
