Muse displays it with the grace before the bar line.
Plays it with the grace note on the beat rather than
just before (not sure if I can hear that, but I know
the code).  If you tell or allow Muse to automatically
reformat the piece ("adjust" in Muse jargon) then it
will put the bar line before the grace.

Strictly speaking it does. The abc standard says nothing about where a
grace note is supposed to be placed.

Whether a particular abc application understands it, is another matter.
I tried to run this test piece through the applications I happen to have:

X:1
T:Mack the knife
R:Swing
M:C
L:1/4
Q:1/4=160
K:C
EG|A>A z2|z2EG{B}|A>A z2|z2 DF|A>A z2|z2 BG|A< z||

(Note: There shouldn't be any grace notes in this tune, of course. I
just happened to have it handy for testing...)

The results:

BarFly    displays and plays back nicely.
abc2midi  plays back nicely
abc2ps    ignores the grace note
yaps      comes up with an error message and no output at all
