John Chambers has a nice perl script for that. I don't know how you run
perl scripts on a Windows computer, but it shouldn't be too difficult.

You can do this with just a text editor. Just modify the Q: field of the
tune. Or if there is no Q: field, add something like:

Q:120 %(or any other number)

to the tune

Seems abc2ps - or on of its many clones - offers the best print quality
at the moment. It's free and runs with any OS.

For professional quality prints, you'll have to convert the ABC into
some high level notation standard (such as lilypond or Finale), but
that's far more complicated and usually not worth the bother.
