I don't see such a clear distinction between interchange and publishing.  
Publishing can be a form of interchange, and vice versa.

I want to use abc for interchange too, but I don't want to be limited to
single-staff, single-voice tunes with no lyrics or dynamics.  This would
make abc all but useless to me.  If exchanging music is a good thing,
isn't exchanging *more* music even better?
