I'm not sure it's so simple. The L: field is transparent in the output
of abc (both as printed staff notation and as sound realization). It's
only there as a convenience for the person typing the abc. I think most
people view metronome markings as representing the value of the note
in the denominator of the time signature (the M: field) than the note
in the L: field.

This is certainly true in the most common 4/4 or 3/4 meters which
might have L:1/8 but be counted in quarter notes. In 6/8 and
similar meters the dotted quarter is generally included in the
tempo marking to show that it is the reference note length.
