If this teacher master rather good computers he can try GhostView
and program such as Abcm2ps (http://moinejf.free.fr/) (purely dos
shell :) )

there is somthing about 16-bit version of windows :

If not, I think Abc2win (http://www.c7r.com/abc/) remains the only
possibility. It's rather good if no more than one voice is
required. And it's 16-bit too.
