Agreed. But it's probably worth it to try to encapsulate that in a wrapper script of sorts to be smarter -- especially if he doesn't want to "globally" transpose everything, say, down a minor 3rd. He's better off writing something that intelligently reads the keys of each tune, checks the pitch range, then chooses the best key for the whistle based on those discoveries.
