I use the abcm2ps %%footer tag for this, e.g.:

Every abc file I have is time stamped like this and when I print the tune, the 
date is at the bottom of each page.

I use Emacs to transcribe tunes in abc and it manages the time stamp 
automatically. However, I wouldn't recommend installing Emacs just for abc 
editing (some say that Emacs stands for "Eventually Munches All Computer 
Storage"), but I don't know of other text editors that can do time stamping, 
especially not for Windows... You can do it manually, of course, but for me 
personally, that doesn't work: I tend to forget it.
