I can't enable smartquotes in my AW for some reason

 Hi,

 Just tried to fix problem with smart quotes (Dom tells that ?s are appearing
instead of them). I use RH6.0, non-gnome build and $LANG=en, and still can't
get "?" or smart quotes theirself to appear (plain '"' is shown). That's
weird. Does anybody on non-RH7 system can enable smartquotes?
