tarball did not contain psiconv ...)

I want to test the BIDI option of abi 0.7.13.I
installed the tarball (withe the command: make
ABI_OPT_BIDI ENABLED=1 UNIX_CAN_BUILD_STATIC=0)
but I can't execute abi because there is no
libpsiconv.so.5 on my systčme.
I tryed to install libiconv 0.7.13 but the build
failed:
# ./configure --suffix=/usr/local
...
sed: can't read ./test/Makefile.in: no such file
or directory
...
the Make file in ./test is empty.
ps: I'm not developer and I'm newbie :-)
Can you help?
