I'm really not sure what's happening here.  If they are trying to
install libiconv, that's a problem.  What they want is psiconv.
Neither of these is in a tarball with abi, they are both in seperate
tarballs.  And suffix is an invalid option, what he wanted was
prefix.  ./configure --prefix=/usr/local works for both libiconv and
psiconv.  

Also, libiconv has a tests directory, but not a test directory.
