Ok, here are the potential solutions to this problem:
1. Use config.h.msvc instead of config.h. This will break every time
you run configure, though.
2. Actually have the correct config.h.in, so that running 'autoheader'
isn't required for building psiconv. I've checked this in.
3. Create the --without-compat option. I'll work on this.
