Please, check that I've not introduced any new bug to
XAP_EncodingManager. I've changed the way we construct the object,
reimplemented localeinfo_combinations, and that's all, I think. I've
tested with en-US and with es-ES, but I think that it's not exotic
enough to show possibles bugs.
