Hmm. It works for me. You can't move the header down past 0.5in because
the header needs to be at least 0.5in high.
DEBUG: LeftRuler: page-margin-top [0.0000in]
and
DEBUG: LeftRuler: page-margin-header [0.5000in]
I don't know why your build might be different.
