So, why don't I put the encoding to "utf-8" for all of the XHTML files we 
generate? This doesn't sound too bad to me. Exporting as UTF-8 instead of in a 
particular locale's encoding sounds fine to me. Are there drawbacks other than 
a potentially larger file?

I'll do this first thing in the morning. Consider 1531 closed.
