columns dialog request

the bidi implementation requires an extra checkbox in the Columns 
dialogue; I have updated the Unix/gtk version, and would appreciate 
if at least the win version could be updated by someone else. Use 
getColumnOrder() and SetColumnOrder(UT_uint32) to obtain the 
initial value of the checkbox and to set the return value; the 
checkbox label is AP_STRING_ID_DLG_Column_RtlOrder.
