found it. rpmbuild --help: 

 --nodirtokens=ARG        generate package header(s) compatible with
(legacy) rpm[23] packaging

It looks like it is not going to be an issue with 4.03 anymore
judging from the changelog: (

Version 4.03 will again create the v3 header (which means RPM 3.x
won't complain about the version).

There is another option that must be set to avoid the RPM requiring
the files itself requiring v4.x (

Do you still want me to build the v3 RPMs or do you want to update
the scripts to do so (I think it would make sense to create v3 RPMs
anyway as they will work everywhere, especially for dictionaries).
