Nothing needs to be changed AFAIR. AbiWord is perfectly usable in cp1251 locale as I heard. You just have to install cp1251 fonts. Just grab abisuite*.rpm from ftp.altlinux.ru/pub/distributions/Sisyphus/ or somewhere around it (use passive ftp for access) - all is done in these packages (they contain fonts in cp1251).
