The answer to your question is that this character is not used. I have two authoritative links on the subject. The first is the cyrillic soup of Roman Czyborra. Take a look at it: http://czyborra.com/charsets/cyrillic.html#CP1251 It has the table of CP1251 to unicode mapping in the link http://czyborra.com/charsets/cp1251.txt.gz The other one if Microsoft's MSDN. It lists the corresponding to cp1251 as Unicode FFFE and the character itself is unused.
