I was able to access Btrieve 6.15 files with Access97 a couple of years ago. However, you had to use special ActiveX controls developed by Smithware in order to access the data. Smithware was bought out by Pervasive in 1998. The latest SDK from Pervasive may also be what you need. Checkout www.pervasive.com. You can also go to www.tek-tips.com and search for smithware. There is a Smithware(Pervasive):ActiveX Controls Forum that also may be able to help.
