To show you where you can see help tips not being read, access one of
the pull-down menus, such as the Edit menu or the View menu.
Once you're in that menu, arrow down through the items. NVDA will read
the item but not a help tip, which I thought I remember from previous LO

After trying to figure out what might have been causing the problem I did check
those settings a while ago and both options are checked.

Please check that you have the "Extended tips" check-box selected.
Tools -> Options -> General in the Help section. A check-box for "Tips" on by default,
and a second check-box "Extended tips" is off by default.
Select that active, and you should have more complete descriptions pulled from
the offline help pack.
