Even I have come across girls who have no qualms in holding hands. Even
strangers for that matter do freely offer their hands to a blind person.

Not quite correct. There is not a single Indian culture. the girls have
held 
my hand while guiding quite often; and even boys /men have given voice 
commands to guide or held my cane to guide.
As Adina said, and even i suggested earlier, it is better that we hold
the 
elbow or hand of the escort/guide rather than they doing so.
This is one of the essentials of mobility training anywhere in the
world.
