very true, only limited number of seats are allocated for concessional tickets. For example, In Indian airlines, the class of concession for PWD and Senior citizens is class M and in Airsahara it is class Q and in Jet airways it is class S. Many a time, they will tell you that there is no M or H or Q class on a particular flight. In this situation, we are left with no alternative but to buy a non-concessional ticket. What we are demanding is that we must get fifty percent concession on full price to the extent of last seat available on the flight.
