Dear Sir According to me following can be considered, may be others have their own views.
1. HRD: Proper awareness should be made to recruit VH, with their abilities & capabilities 2. Education: Provide facilities to give various exams using computer. Compulsory for education institutes to provide admissions to VH on merit basis. 3. Research: 4. Science and Technology: Special consideration should be taken for providing aids for VH, with families below unaffordable income level. 5. Health and Rehabilitation: Proper opportunities should be given for VH to go back to the same world, where they were before loosing sight. 6. Legislation: Special group should be there to take care of VH rights, as many edu institute don't allow them for exams, admissions, proper notes. Further they are normally harassed by organization in interviews, after recruiting etc. 7. Barrier Free environment: Using various media, proper awareness should be made with regards to interacting, helping, upbringing, socializing a VH. 8. Social Security and Social Integration: VH should be considered as pride for the family, society, nation rather than a burden, or less important. 9. Employment: Equal opportunities should be given to a VH for employment. Also companies, who recruit VH, should be allowed with subsidy to procure gadgets, products to help VH work in their company. 10. Govt Schemes: They should enhance the VH, and not pull down, by proper reformation of the schemes.
