Of course, cut off point can't be the same as for non-disabled candidates. 
What I meant is that reserved seats have to be filled after the non reserved 
seats are filled and if by any chance, a disabled candidate secures 
admission in non-reserved seats by virtue of merit, such disabled candidate 
will not be counted as filling the reserved seat. So, in this case, if their 
capacity is 1200 seats, 12 seats reserved for VI have to be filled after 
filling nonreserved seats at 99 percentile cut off or whatever.

Accordingly the girl stands a good chance of gaining admission, however, 
sadly, it is utopian situation.

May we not ask them as to who are the VI who have been admitted on reserved 
seats?

May we not approach the court to vindicate the girl's aspirations?

However, sadly, again, it is utopian! I know fighting legal battles is not a 
child's play and for the disabled, is surely a  needless evil. Our 
civilizational myopia is responsible for ignoring the obvious fact that the 
statute is not primarily enacted for judicial enforcement, but it is the 
last resort.
